Job Description

Leffler Consulting is seeking a Proposal & Pricing Manager to join our team on a part-time, remote basis. The successful candidate will lead the cost/price strategy, development, and submission of compliant, competitive proposals to the IC and DoW. This role integrates pricing, contracts, and compliance expertise to ensure offerings align with FAR/DFARS requirements, internal business objectives, and price-to-win and affordability goals. The ideal candidate is a detail-oriented, data-driven professional with proven experience in federal contracting, cost/price modeling, rate development, and proposal management.

Duties

Cost/Price Proposal Development

  • Lead development of cost/price proposal volumes, including Basis of Estimate (BOE) narratives, pricing models, and all required documentation
  • Review solicitations to identify and interpret pricing, contractual, and compliance requirements (FAR/DFARS and agency supplements), and advise capture, proposal, and leadership teams accordingly
  • Coordinate inputs from operations, finance, HR, and subcontractors to gather labor categories, rates, indirect rates, materials, ODCs, and travel data for complete and auditable pricing submissions
  • Ensure pricing volume compliance with Section L/M requirements and consistency with technical volumes, management volumes, and proposal assumptions
  • Prepare and maintain standardized pricing templates, cost models, and BOE formats for multiple contract types (FFP, T&M/LH, cost-reimbursement)
  • Build “what-if” and sensitivity analyses to evaluate strategic pricing options and risk contingencies and support leadership in defining profit/fee strategies

 Pricing and Rate Management

  • Develop rates based on sound data analysis, market intelligence, and company cost structures
  • Research and reconcile historical rates, current salaries, and competitive trends to ensure realistic and winning price positions
  • Create and maintain rate databases and labor category crosswalks to ensure consistency and compliance across proposals
  • Manage reconciliation of sanitized and unsanitized pricing proposals and ensure traceability between internal cost build-ups and submitted pricing
  • Negotiate proposed labor and subcontractor rates with partners and vendors to maintain competitiveness

 Contracts and Agreement Development

  • Draft, review, and negotiate NDAs, Teaming Agreements, Subcontracts, Task Orders, and related documents to support proposal submissions and contract awards
  • Identify contractual and business risks in terms and conditions (e.g., IP, data rights, liability, indemnification) and propose mitigation strategies
  • Work closely with leadership to ensure compliance and protect organizational interests

Organizational Conflict of Interest (OCI) Compliance

  • Conduct and document OCI assessments and develop mitigation plans as required
  • Collaborate with capture and compliance teams to manage OCI disclosures and ensure ongoing awareness during capture and proposal efforts

Proposal and Bid Strategy

  • Contribute to capture and bid strategy sessions, providing competitive pricing insights and helping shape cost/technical win themes
  • Partner with business development and leadership teams to deliver persuasive, winning cost proposals that balance compliance, realism, and competitiveness

 Process Improvement and Collaboration

  • Continuously improve pricing tools, templates, and methodologies to enhance efficiency, accuracy, and repeatability
  • Partner across teams—finance, proposals, and operations—to strengthen pricing governance and data consistency
Required Education
  • Bachelor’s degree in business or related field (finance, accounting, and marketing degrees are preferred)
Required Experience
  • 5-10 years of experience in federal proposal management and pricing
  • Strong understanding of FAR/DFARS, cost principles, and various contract types (FFP, T&M, Cost-Plus)
  • Advanced Excel and financial modeling skills
  • Demonstrated track record leading senior management proposal efforts from kickoff through submission under tight deadlines
  • Strong quantitative and analytical skills, including building pricing models and performing margin, scenario, and sensitivity analyses
  • Experience organizing and coordinating proposal efforts across cross-functional teams
  • Excellent written and verbal communication skills, with the ability to synthesize complex inputs into clear, persuasive proposal content
  • High attention to detail and organization, with the ability to manage multiple concurrent proposals and priorities
