Rothira Duong-Leffler

President

Rothira Duong-Leffler has over 20 years of business experience in Accounting and Financial Management. Prior to Leffler Consulting, she worked for the US State Department, the US Department of Transportation, and international non-profit organizations largely funded by USAID. She has extensive experience with business operations, and the review, design, and implementation of new accounting systems and procedures leading to successful year end audits. She successfully led IG and DCAA audits in support of programs funded by USAID. As the President of Leffler Consulting, she is responsible for the overall direction and performance of the company. She provides leadership and direction ensuring superior consulting services, a committed workforce, client satisfaction, and the success of corporate goals and visions.

Larry Leffler

Vice President

Larry Leffler founded Leffler Consulting in 2001. He has more than 20 years of experience as a successful Financial and Program Manager from his tenure as a US Air Force officer and later as a consultant managing complex space system acquisitions. He has a proven track record of delivering superior financial management support, serving as the program budget officer for numerous Intelligence Community satellite and payload acquisitions. During much of this time, he also provided acquisition training and education to the government workforce. As Vice President of Leffler Consulting, he is responsible for project performance, business development, and outreach activities. In addition to serving as Vice President, he continues to enjoy teaching financial management courses for an Intelligence Community customer.

Deb Pekelo-Hubbard

Director of Administration

Deb Pekelo-Hubbard has over 25 years of experience in corporate and project management. Her successful career includes systems acquisition, systems engineering, technology assessments, and management of diverse projects within the national, defense, civil, and commercial sectors. Prior to joining Leffler Consulting, Deb oversaw all Government and Commercial business development activities at Integrity Applications Incorporated as the Assistant Vice President, Business Development and was Vice President and Co-Founder of Stellar Solutions, Incorporated. In addition to her leadership and management efforts, she provided systems engineering and technical expertise while at Scitor Corporation and Lockheed Missiles and Space. As a member of the corporate leadership team, Deb is committed to providing our clients with a highly motivated and engaged workforce that is focused on achieving mission success.
