Financial Management

Audit Readiness

  • Maintain compliance with applicable standards and federal financial management requirements
  • Implement financial management best practices based on experience that leads to a sustained clean opinion
  • Implement all aspects of the Office of Management and Budget (OMB) Circular A-123, including planning, execution, and reporting

Budget Formulation

  • Support numerous government offices in the preparation of their Intelligence Program and Budget Submission (IPBS) and Congressional Budget Justification Book (CBJB) in support of the President’s Budget submission
  • Lead the development of budget requests for Major System Acquisitions (MSA) worth several billions of dollars

Budget Planning, Execution and Analysis

  • Prepare and present budget execution briefs to senior management
  • Plan for programmatic budgetary needs across the Future Year Defense Program (FYDP) and beyond
  • Support strategic decision-making

Cost Estimating and Analysis

  • Ensure historical data and program requirements are properly accounted
  • Work closely with cost estimating organizations, including the Cost Analysis Improvement Group (CAIG) and the Cost and Acquisition Assessment Group (CAAG), to ensure sufficient data is collected for these independent bodies

Earned Value Management and Contract Performance Management

  • Analyze and assess cost and schedule performance reports for accuracy, completeness, and consistency by utilizing our technical and programmatic understanding of the effort
  • Enable proactive responses before technical issues consume budget and schedule

Financial Management and Analysis

  • Ensure contracts are properly executed from a financial management perspective
    o Prepare effective Contract Data Requirements Lists (CDRLs)
    o Work directly with developers to provide useful deliverables to senior government officials
    o Ensure contract funding is based on agency policies and sound judgment
    o Identify issues and prepare recommendations to client leadership team
  • Forecast contract performance based on performance to plan and our knowledge of government intent
  • Review substantive inputs to the Intelligence Planning, Programming, Budgeting, and Evaluation (IPPBE) process
  • Maintain subject matter expertise in the Planning, Programming, Budgeting, and Execution (PPBE) process
