Contract Administrator – TS/SCI Clearance w/CI Poly Required

Job Description
Leffler Consulting is seeking a highly motivated, detail-oriented Contract Administrator to support an Intelligence Community client in Chantilly. The Contract Administrator will serve as a business advisor for all acquisition and contract related Program Office needs and perform all forms of contract-related support throughout contract award, administration, and closeout phases. This is an immediate opening with work performed onsite with the customer. An active TS/SCI clearance with a CI Poly is required.
Duties
- Prepare contract award and modifications in accordance with NAM/FAR for CO review and signature utilizing the agency’s Electronic Procurement Exchange (EPX) Studio contract writing system
- Prepare reports as directed by the CO, Team Chief, and Senior Contracting Officer
- Prepare data call responses for Government approval
- Draft, edit, review, and maintain all contractual documentation, such as pre-negotiation and price negotiation memorandums, SOWs, Justifications and Approvals (J&A), acquisitions plans, and other acquisition/contracting documents for consideration by authorized Government personnel
- Provide recommendations to the COTR and Program Control regarding cash flow for acquisitions, appropriate contract types in compliance with statutory requirements, procurement announcements, and available contract financing based on contract type and method of procurement
- Maintain contract files to ensure they are properly executed and filed in accordance with required regulations
- Collect and analyze relevant market information to provide recommendations regarding possible sources; prepare Market Research reports
- Draft pre-award and post-award debriefings for unsuccessful offerors
- Support pre-award and post-award protests in accordance with FAR/NAM requirements
- Assist in preparing and conducting negotiation of all elements of a potential contract or solicitation, including schedule, performance, and price; and prepare related documents
- Prepare and submit expired contracts into the contract close-out (i.e., Settlements) process
- Make recommendations regarding analysis, computation, and tracking of contract payments and support the resolution of payment-related issues
- Support and document all contract terminations including calculating contract termination final contract price
- Draft source selection criteria using best value, lowest price technically acceptable or other methods for contracts awarded by negotiation for consideration by authorized Government personnel
- Interface with a variety of agency financial management tools
- Identify indicators of fraud and other legal offenses
- Support and document delivery of acceptance of goods and services in accordance with the contract to Government personnel
- Perform other duties as assigned to support corporate and customer initiatives

Required Education
- Bachelor’s degree in a business-related discipline
Required Experience
- Demonstrated experience working with Government contracting organizations (years of relevant experience vary according to position level)
- Proficiency with Microsoft Office applications (Word, Excel, and PowerPoint)
- IC and/or DoD experience preferred
